New Home Fee Waiver and Assistance

The following fees are eligible for waiver and/or percentage reimbursement effective July 1, 2020 with a termination date of June 30, 2021:

  1. New Single-Family Residential Home Building Permit fees
  2. New Single-Family Residential Water Capacity fees
  3. New Single-Family Residential Water Meter fees


Eligibility:

Qualifications for New Single-Family Residential Building Permit Fee Waiver:

  • Work authorized by that building permit shall commence within ninety (90) days after permit issuance. Required inspections shall occur before the expiration of each ninety (90) day time period. If the work authorized by that building permit is not commenced or has been suspended for a period exceeding 90 days, the building permit will be revoked.
  • The single-family residential home must be completed within one year of the permit being issued.
  • The single-family residential home must be built within the city or newly annexed areas of the city.
  • All public infrastructure to service the new home must be in place or be built in conjunction with the home.

Qualifications for New Single-Family Residential Water Capacity and Water Meter Fee Reimbursement:

  • The single-family residential home must be completed within one year of the permit being issued.
  • The single-family residential home must be built within the city or newly annexed areas of the city.
  • All public infrastructure to service the new home must be in place or be built in conjunction with the home.


Procedures:

The Building Permit fee will be waived when the Planning and Community Development Department issues the building permit. When the developer/property owner requests utility services for the property, the developer/property owner will be responsible for paying the Water Capacity fees and the Water Meter fees.

When the homeowner/buyer requests utility services and signs a new customer agreement, a refund will be processed to the homeowner/buyer for fifty (50) percent of the Water Capacity fee and fifty (50) percent of the Water Meter fee that was paid by the developer/property owner. In most cases the Water Capacity fee is $3,822 and the Water Meter fee is $409 for a total refund of $2,115.50.

In some instances where the developer/property owner has prepaid for the Water Capacity fee and Water Meter fee, the refund will be processed as follows:

  1. The developer/property owner who prepaid will be refunded fifty (50) percent of the prepaid Water Capacity fee and Meter fee.
  2. Fifty (50) percent of the portion of Water Capacity fee and/or Meter fee not prepaid prior to the approval of Resolution R20-017 will be refunded to the homeowner/buyer.
  3. The developer/property owner and/or the homeowner/buyer will be refunded when the homeowner/buyer requests utility services and signs a new customer agreement
